И.Алексеева и И.Новосельский подготовили и представили на 12-ой Европейской Конференции Международного Общества по Предотвращению Жестокого Обращения с Детьми ( ISPCAN ) доклад "От кризисных центров к системе защиты детей в России".
В докладе описаны этапы формирования системы защиты детей в России с начала 1990х гг. по настоящее время, достижения и оставшиеся нерешенными проблемы, актуальные трудности и дефициты системы защиты детей, препятствующие оказанию эффективной помощи детям.

From a crisis center to a child protection system in Russia

As of the early 90s, child and parent crisis centers, orphanages (both government and non-government owned) were founded in Russia with the aim being sheltering children with various CAN syndromes. Specifically grace to their operation the actual incidence of child abuse in Russia came to light. Up till then, the CAN cases were exclusively uncovered by the law enforcement bodies and doctors; moreover only exceptionally violent cases were taken into consideration. The term ‘child abuse’ was nonexistent; a child specialist received no specific CAN detection training, a child and family support system was yet to be founded.
Much has changed over the last 20 years as it comes to child protection system; the term ‘child abuse’ gained official recognition and is now being used both by specialists and the government; certain approaches progressed (a number of universities introduced courses aimed at training specialists able to handle such issues), finally CAN cases detection progressed at the level of childcare institutions, kindergartens, schools or even proactively – at earlier stages (up till then the cases were disregarded); gradually the system of scattered organizations moved forward to a generalized child protection system in Russia. However, at this stage the system is yet to undergo further development.
